The project of an undulating diaphanous skyline is conceived as a multi-scale heterogeneous whole. The roof-scape negotiates various urban scales to both create a dialogue with adjoining low scale buildings, and create pedestrian facilities, whilst producing its own monumentality. It is simultaneously grandiose and a welcoming invitation for all to enjoy the Arts. The internal organization of functions is prolonged into the landscape, and vice-versa, to create continuous and inviting public spaces for uses all year long. The building is truly public as it defines an outdoor park as much as an indoor one. Its shielding roof protects pathways and contains outdoor facilities for the river park.
